You can buy a $100 Wine.com eGift card to get $30 back which should make this profitable for reselling. A few years back they’d send you the code by email and then also a physical card in the mail. I think they’ve done away with the physical cards now though.
If you have it on a Mastercard, see if there’s a card-linked Wine.com offer on SimplyMiles. You can also stack it with the card-linked offer on the JetBlue shopping portal.
Also be sure to click through from a shopping portal in case it tracks – here are the current rates.
There might also a version of this offer only giving $10 back as a statement credit which isn’t anywhere near as interesting for reselling.

I still don’t seem to have access to Citi Merchant Offers on my account. Maybe because I only have a business card?
I think that may well be the case. I have it on my personal cards, but my wife only has CitiBusiness cards and doesn’t have Citi Offers.

Thoughts on how you would go about reselling a Wine.com gift card? Can’t seem to find any site that will accept them – I checked CardCash, Raise, etc. but none are accepting right now. Any thoughts?
Some private buyers take them, but it means having those kind of reselling relationships.
For this kind of offer, is it just one time offer or I can use it several times on the same citi card?
For this specific offer it’s one-time use, but after it’s been redeemed you might see it appear again in the future.
Some other offers can be used more than once; for example, the Sam’s Club Citi Offer giving 5% back can be used up to 5 times during its validity dates.

Also, if you have the $30 off $100 offer on multiple cards, does it activate the simply miles offer more than once? also the rakuten offer?
With SimplyMiles, I think it’d only track once, but you might get lucky and have it track all transactions.
With Rakuten, the best thing to do is to click through from Rakuten before every order, rather than clicking through once and then placing multiple orders. No guarantee that it’ll track and pay out, but that’ll give you the best chance of success.
I have the citi offer but when i try to hit the enroll button, i get an error “Unable to enroll merchant offer. Please try again.”
Reminds me of the giftcards.com offer that also would perpetually give me that same error.
