Levi’s sells both digital and physical gift cards on their website and it looks like they process payment for both kinds themselves. You can therefore buy $150 worth of Levi’s gift cards to lock in the 20% discount. You can do the same with physical gift cards in-store too.

The way Google Pay works for this kind of offer is that it’s a card-linked offer rather than a mobile wallet, much like how Dosh works. You add your Amex card to Google Pay, enroll it and activate the offer, then you pay with the card itself like normal. It therefore triggers Amex Offers with no issue as the tracking is done in another way.
Paying via PayPal can cause issues with Amex Offers seeing as payment is taken via PayPal. I think some Amex Offers and Chase Offers can get triggered when paying via PayPal, but it’s certainly not a sure thing.
