There are two types of Target Circle offers currently available;
Get 5-10% off Entire Purchase
Spend X Amount 2/3/4 Times to Earn a Specified $ Reward. Only the Reward Offer works on DGC and others.
Also note, after you complete 2/3/4 purchases and have earned your Reward, the Reward $ cannot be used on the purchase of any gift card.
I have the 5% loaded to my account and it is not applying to gift cards unfortunately. I tried both email delivery and physical gift card. The “5% store wide” is working on everything else.
