I just checked and it looks like all Happy gift card brands which include Lowe’s are now ‘Swap’ cards. Those all have to be redeemed online for gift cards for the eligible retailers/restaurants and so unfortunately can’t be used in-store at Lowe’s to buy third party gift cards.
In the past, it used to be possible to buy third party gift cards with Happy gift cards at Lowe’s, but back then it was indeed YMMV. That’s sadly no longer an option it seems.
