I’m not sure if Rubio’s locations offer drive-through. If not, buying these gift cards means you’d be fronting them the money without (seemingly) any way to redeem them until restaurants reopen. By that stage, Rubio’s might not even be in business, so there’s definitely risk here.
One redemption option might be to call in an order and redeem the gift card over the phone, but I don’t know if that’s possible.
