Update: Rakuten seems to have realized they might’ve buggered up with this one as the rate is back down to its regular 1%. I’d keep an eye on this throughout the day though in case they increase the rate back up to 15%, albeit with much clearer terms as to which cards are eligible for 15%.

When this went live a short time ago, it didn’t seem to have any exclusions which made it look like you could earn 15% or 15x Membership Rewards on Visa gift card purchases.
Since then, Rakuten’s site went down for a few minutes and when it came back up there were some specific gift card brands listed under GiftCards.com – eBay, Happy, GameStop, Nintendo eShop and Fandango. I therefore suspect that you’ll only earn 15% on those specific brands rather than Visa gift cards, despite one of the items listed on Rakuten being ‘Earn cash back on your gift card purchase from GiftCards.com’.
Having said that, it’s probably still worth trying. The worst that’s likely to happen is that you only earn at the usual 1% rate which helps cover much of activation and shipping fees nonetheless. Best case scenario you earn 15% cashback on a large VGC purchase.
Interestingly, one of the other items is listed as ‘eGifts’. When you click on the eGifts tab at the top of GiftCards.com, it lists numerous different brands including Airbnb, Target, Safeway, Home Depot and more. You can therefore hopefully earn 15% on a wider range of brands than just the five listed on Rakuten.

I’m curious if GiftCards.com asked them to take it down, if they saw an inordinate number of clickthroughs and realized the mistake themselves or if they had a ton of people contacting them to confirm that VGCs were eligible.
