Update 2/18/22: This promotion goes live today. You can also earn 4x fuel points on a wide range of gift cards from Kroger online here. These seem to be classed as dining or ‘Local Favorites’, but there are some gift cards for larger companies that are eligible like Belk, Amtrak, Speedway and more.

Note that this promotion is only valid from Friday to Sunday and only on dining gift cards rather than all gift card brands. With regards to the ‘local dining’ gift cards, I think that relates to the Happy-esque cards that some cities have where you can buy gift cards that can be redeemed at a handful of local chains.
tip: Check your Kroger accounts for new (and likely targeted) 200 fps coupons today for a slew of gcs — including several for restaurants. (a pattern that so often follows day after general 4x expiring) Among those in my account, Arby’s, Cracker Barrel, Outback, Texas Roadhouse… plus Applebees, Sonic, Domino’s — and I had a holdover coupon for Darden (Olive Garden, etc.)
In my house, we often go for those that come in v/l gcs, when 200 fp coupons are available…. If you do the math, nice potential value. (esp. for personal use — we like eating out for half off. sic. Try the $15 v/l for the calculations + the upcoming restaurant 4x + whatever cc bonus deployed.)
