Update 12/14/21: This offer is back again. I don’t know if the limits have reset since the last time Fluz offered 13-15% cashback on Bath & Body Works gift cards.

This offer is good for personal use and could be of interest for resellers, especially seeing as the cashback rate is valid on denominations up to $500.
The 13% rate is when paying by credit card, PayPal, Google Pay and Apple Pay, while the 15% rate is available when paying via ACH.
Fluz seemed to introduce velocity limits recently which seem to restrict you to only being able to buy the same denomination of card once every five minutes. That means you can’t buy two $100 gift cards within five minutes of each other, but you could buy a $100 card and then a $200 card straight away.
With recent 13-15% deals, Fluz has also restricted you to buying three cards total within the promotion period. I don’t know if that’s the case this time around, but you might want to focus on higher denominations first if you were wanting to buy a variety of denominations.
