I’d assumed it would be possible to buy a $15 gift card from PayPal Digital Gifts on eBay to trigger the statement credit from the Amex Offer. However, it looks like PPDG has shut up shop on eBay, so that option seems to be off the table.
You can presumably buy a gift card from another seller though in order to take advantage of this offer.
