The $200 Visa gift cards come with a $6.95 activation fee, so buying two of them will give you a profit of $1.10 after the activation fees. You can sweeten that deal by paying with a Chase Ink Plus or Ink Cash card as they earn 5x/5%.
The limit of 1 per household/business is somewhat easy to get around. Some stores will let you buy multiple cards in separate transactions; otherwise you could visit at different times or go to different stores if you have several Office Depot or Office Max stores near you.
