Gift card purchases are excluded, but that doesn’t necessarily mean it’ll be enforced. There are quite a few eligible retailers where there are Amex Offers and Chase Offers for them. Linking those payment cards with Rakuten and buying gift cards in-store will therefore stack provided Rakuten does indeed track and pay out.
