Update: It looks like Delta’s made a change to their website and they now redirect gift card purchases to CashStar. It therefore sadly looks like there’s no longer a way to buy gift cards to lock in the discount from these Delta Amex Offers, but let us know in the comments if you find an alternative link.

These are great offers if you’re targeted as they’ll be nicely profitable when buying Delta gift cards and reselling them if you won’t need to use these for flights yourself.
Gift card purchases are listed as being excluded, but in the past it’s been possible to buy Delta gift cards from this site to trigger the statement credit from the Amex Offer. Note that you should buy the gift cards on desktop – buying on mobile seems to code the purchase differently which means you don’t get the statement credit.
Also note that there are a couple of CashStar landing pages selling Delta gift cards – don’t use those ones for this offer because those won’t trigger the statement credits either.

Where are you seeing it being redirected to CashStar? I’m able to get to the last check out page without the URL changing to that.
Although the URL is on Delta’s website, it’s powered by CashStar, a little like how Kroger sells gift cards online on their own website but it’s processed by Blackhawk Network.
