I’d been ignoring Google Pay, but apparently that was a mistake as there are loads of great offers in there right now. If this Target deal isn’t showing up for you, it might be because you need to update the app or download GPay which is the new Google Pay app.
I’d previously assumed that you’d have to pay using the Google Pay app itself, but that’s not the case with this offer. Instead, you need to add your payment card to the app and enroll it in this offer. You can then pay with your card directly with Target and earn the $21 back.
This offer works when buying gift cards. I bought a $50 gift card and received notification immediately from Google Pay, although it apparently takes a few weeks for the rewards to show up.
Google has reduced referrals rewards you can earn to 3x$21. You must send someone or make a contactless payment with Android device of minimum amount $10.
Third party gift cards or Target gift cards only?
It worked with a $50 Google Play gift card. Someone commented on Frequent Miler that it didn’t seem to work when buying a $50 Target gift card, but I’m not sure why that wouldn’t work.
Worked for me on $9 x 5 + 1 x $5 Target gift cards.
how do i “enroll”?
When you view the offer, there’s a section where it says ‘Eligible Card’. Tap the ‘Enroll more cards’ link – on that screen it’ll show you which of your cards are enrolled in the offer. It seems like if you’ve enrolled a card in another offer before, it’ll automatically be enrolled for other offers, but it’s worth checking beforehand just in case.

I received notification that I’d earned it pretty much as soon as Target had taken payment, but it takes a few weeks before it’s actually available.
