Update 4: It’s finally clear why some people are having a $15 Target gift card tied to their account – check out this post for an explanation.
Update 3: It turns out that in some cases the gift card is tied to your account which means it can’t be resold. There doesn’t seem to be any rhyme or reason as to when this happens – some people have bought multiple cards and some cards have been tied to their account and others haven’t been. If you want to resell the Target gift cards, your best option would be to buy in-store, but please only do so if you were needing to go to Target anyway. Alternatively, you should be able to go the route of buying a Target gift card in-store with the gift cards tied to your account.
Update 2: A couple of things to note when doing this deal online rather than in-store.
First, it can take an hour or more for the Target gift card to show up after the iTunes gift card has been issued, so don’t worry if it doesn’t show up immediately. My first iTunes card was received at 12:45pm, with the $15 Target gift card not showing up until 2:20pm.
Secondly, the $15 Target gift card is tied to your account, but all is not necessarily lost if you’re wanting to resell it. The card number and PIN can be added to another Target account, or it can be merged to an existing card that’s been saved to your Target account or the other person’s. Once it’s been merged, it’ll disappear from the other account. If it’s not merged though, either account will be able to use the gift card.
Thanks to a reader who tested this and shared these details.
If you want to avoid any potential problems further down the road (such as inadvertently spending a card that you’ve resold because of it still being linked to your account), you should be able to buy a physical gift card in-store and pay with the eGift cards. For example, if you did this deal three times online, you should be able to buy a $45 Target gift card in-store by paying with the three $15 cards. You can then resell the $45 card without worrying about it being linked to your account.
Update: This deal is now available online. It looks like you need to buy in separate transactions as it only adds 1 promo card per transaction. You can also save 5% when paying with a Target RedCard.

Although not quite as good as a 15% instant discount, getting a $15 Target gift card when buying a $100 iTunes gift card is a pretty good deal seeing as there haven’t been many iTunes deals in recent months.
I didn’t notice terms stating any sort of limit, so this could be a good opportunity to rack up some spend. I’m not sure if you’d need to buy the gift cards in separate transactions or if you can just do it all in one go.
I’m also not sure right now if this is in-store only or if it’ll be available online too. It usually takes a few hours for gift card deals to go live on Target’s website when they are available online, so I’ll check again in a little while in the hope that this can be done from the comfort of home.
Interesting… it’s giving me a $4.25 discount, which means it is calculating the 5% discount on $85 of value.
That’s a shame – I guess Target must value their own gift cards as good as cash!

@Stephen Pepper, please clarify the part on the Target gift card. Are you saying that if the Target gift card is tied to my account, we can still resell it since the buyer can just add it to his/her own account?

I’ve just updated the post – it looks like in some cases the card isn’t tied to an account and so can be resold. If you use the gift card balance checker when not logged in to your account and it shows the details, you should be fine. If it says it’s tied to an account, you can’t resell it.
With regards to your second question, my understanding is that yes, you can buy a physical gift card in-store. I’ve not tried that yet though as I haven’t been out today.
