Update 3/30/20: A reader has emailed to confirm that the $10 cards are eGift cards rather than promo codes. He was also able to place multiple separate orders and have them fulfilled, so there’s not a limit of one like I thought there might be.

This is a fairly good deal which might be profitable for some resellers. There’s probably a limit of one, although it might be possible to do this deal more than once in separate transactions.
The $10 certificates that are sent when you buy $100 Best Buy eGift cards through CashStar during those occasional deals are promo codes that expire rather than being regular gift cards. From what I understand though, the $10 card you get from this deal is a regular gift card that doesn’t expire and so can be resold.
It’s strange the random limits they place on different people. I heard from someone else who managed to get loads of orders fulfilled before eventually being cut off.
Two orders went thru, third got cancelled, tried different card and same thing.
